There are many purposes for blogging, like public service, expression of opinions and views, etc. If you want to get Google's attention, blogging can provide new content to your site on a consistent basis. Google favors dynamic sites, giving them higher positions than those that are inactive.
Locations to post/publish your Blog: There are multiple services available on the Internet for those who don't already have a blog. Wordpress.com and Blogger.com are two of the most popular ones. Yahoo.com as well, has begun to obtain a chunk of the blog pie. A traditional practice is to install your blog in a folder titled "blog" on your site, assuming you already have a website. It may look like: mydomain.tld/blog/
Software: Wordpress is a great tool for your blog if you already have a hosted website up and running. Blogger also has a facility where your articles can be drafted in Blogger and uploaded to your own site through a click of a link (Once the FTP information is entered).
Content: Original blog entries (your own words, not copied from others -- an exception to this rule is when you use a brief excerpt from someone's article), and current information with engaging content are all essential in making your blog effective.
Reader interaction: You can let readers leave feedback by setting your blog to allow it. This gives you control over your blog and comments. This facility is necessary to protect you from current and future spammers. In addition, those who disagree with your opinions may post unsuitable comments.
Ensure you have visibility for your blog:
1) ensure the content is updated often and original,
2) Obtain Backlinks
a.) join webrings,
b.) Become a member of social networks (Facebook, Myspace, Twitter, etc.)
c.) Become a member of various forums whose interests are similar to yours. Forums (communities) can be located at Google, Yuku, Aimoo and many more.
3) Submit your URL to Google and Yahoo. If you utilize Wordpress, you can download an XML Sitemap generator plug-in (it does not cost anything, but donations are appreciated.)
4) Use HTML "tags" in your articles. Place keywords in the tags (Title tags, H1 and H2 tags, etc.) so that your blog articles will be placed in the correct categories by web crawlers (spiders).
