Are people in Drug Treatment Centres allowed to call home?

I know someone who is currently in treatment and he's calling home, harassing his wife, blaming her for his addiction, etc...

With kids at home, she doesn't need the crap he's throwing at her, although I know that this can't be easy for him either.

Should she contact the treatment centre and tell them what he's doing?
