How effective is Electrical Underfloor Heating?

We have been to view a new house which has electrical underfloor heating in the concrete floors it was build this way in 1991. We are a bit wary of the heating as we have never used it before. Any ideas on it? Is it expensive to use? Is it any good? And how easy can you repair it?
