waterproofing basement ? concrete block foundation?

Hi I have a slight water infiltration in the basement of my concrete block foundation when defrost comes like now. What can I do on the cheap?Must I dig down to footings and apply a membrane? or is there easier alternatives, I presently have insulation panels stuck to the blocks with huge bolts and dark gunk stuff on the inside.I just bought this little home , am female and need to do this myself if I can. (financial purposes.)
