Can a heavy rain raise the water table enough to force water thru unplugged termite treatment holes?

in a concrete basement floor? The water table here is around 10-12 feet and the floor is about 5 feet below ground level in this tri-level house. Can the water run down the outside walls and then "puddle" under the floor and be pushed up?
