Need a diagnosis from a computer guru?

I have: gateway laptop T-6330u(4 months old) Vista service pack 1 32 bit 3gb ram dual cpu T3200 at 2ghz Symptoms: I cant install programs on the computer. I have tried 2 unrelated programs(photoshop & HP printer Software). Both programs fail and setup is terminated shortly after it begins. Both programs were being installed from disc. I have ruled out the cd drive. I downloaded the same software i have on cd from the HP website and setup still failed on the downloaded verison too. I cant do a system store. I get message saying something like, system restore failed your setting were not changed. I have tried multiple restore dates, none are sucessful. All programs seem to be functioning noramlly with no problems. I fear the worst. Any thoughts?
Yes im the admin.
The UAC is off and has been off since i got the computer.
