What is the best way to waterproof a basement?

In my basement water always seep in to the floor and walls,
the smell stinks and it's kind of a mess. the walls are
already painted with emulsions so that moisture will be
eliminated when I paint it. The floor concrete was mixed with
cement premix waterproofing. How come it still full of moist the
walls and the floor is always wet.
