How do I open a medical marijuana dispensary in Colorado?

I am interested in opening a Medical Marijuana dispensary in colorado springs... how do I go about doing this and do I need a fancy greenhouse or can I do it in my basement? I have a horticulture background so I am aware of how to take care of plants.. and also how much money would it cost to open a dispensary? Thanks
