Need idea to cover a thin water pipe in a basement remodel?

The pipe is thin vertical connection to the outside water. It comes in about 6" and has a shut-off valve to it. I thought of building a soffit and having an access panel, but I'd really like to have the entire length of pipe accessable in case something happens later. My first post was a little confusing, sorry.
