The Australian Building Business During WWII
Private building ceased in many areas and was limited in others. However, under the War Housing Program, state and commonwealth authorities did continue with essential housing, such as that needed for munitions workers and their families.

In spite of this, a great deal of new and interesting building is being carried on over a widespread area and this will continue as long as materials are available.
War in Europe and North Africa was distant enough for Australia to seem relatively secure. With the Japanese bombing of Pearl Harbor on 7 December 1941, and their inexorable advance in our direction, any remaining complacency evaporated.
A. V. Jennings, the well-known construction company founded in 1932, continued building houses on its construction within 25 miles (40 km) of the Melbourne GPO as well as restrictions on the transfer of land brought development of the estate to a halt.
As early as May 1941 wartime conditions had begun to cause shortages of building materials and dwindling sales. In that month A.V. Jennings advertised seventeen villa sites and seven business sites, all lots to include, electricity, gas, sewerage, roads, paths and crossings.'
Of the 121 residential blocks, fifty-nine houses had been completed by the beginning of 1942. They were typical of the well-built, double-brick houses constructed by Jennings over the previous decade. Beauview Estate was in a very attractive elevated area with panoramic views and a mere six-and-a-half miles (10.50 km) from the city.
In 1942, with home building now at a standstill, A.V. Jennings averted complete disaster with the sale of all unsold blocks on the estate to the large Melbourne estate agency T.M. Burke. As a company Jennings actually gathered strength through the challenges offered by wartime government construction contracts, so that when it returned to housing on a large scale in the mid-1950s it was able to regain and extend its early reputation in the domestic field.
Brick houses of the type built by A.V Jennings between 1932 and 1942 were basically conservative in their design when compared with the few examples of International Modern built at the same time. Some of the forms or details suggested the continuing popularity of `Spanish Mission' or `Old English', but generally, there was a tendency toward a common sense functionalism with easily maintained surfaces, modern kitchens, hot-water services reticulated to five or six points, internal toilets and many other features taken for granted by generations.

and treatment must be an integral part of the penal system. Prison health
policy should be integrated into national policy and prison health should
be closely linked to the public health service. This applies to all health
issues but is particularly important in the case of communicable diseases.
The unintentional punishment
A prison sentence is not always over on release from prison. Individuals
who are healthy on entry have a high risk of leaving prison infected with
HIV or tuberculosis (TB) or with an addiction to drugs. Added to the
stigma of a prison sentence, this hampers their reintegration into society
and makes a normal family and social life difficult. The post-release
period is very important, as ex-prisoners are at greater risk of dying
within the first weeks after release from prison, primarily as a result of
an overdose of illicit drugs. An effective throughcare plan must be
developed between prisons and public health systems.
"Rather than rehabilitating inmates, a prison sentence often makes matters
worse," says Dr Marc Danzon, WHO Regional Director for Europe. "It is
unacceptable that we allow prisons to encourage unhealthy practices,
meaning that people leave prison in poorer health than when they arrived.
This lowers their chances of reintegrating into society and spreads
infectious diseases beyond the prison walls. Work by countries to protect
the health of prisoners helps not only individuals but the whole of
society."
The health of prisoners affects the rest of society
Overcrowding, the high turnover in the prison population and the intensive
interaction between prison and society encourages the spread of
communicable diseases. Neglecting the health of prisoners impacts on the
wider public, putting them at risk of infection from diseases like TB and
HIV.
The Madrid Recommendation
An international conference on prison health protection is taking place in
Madrid from 29 to 31 October 2009. Health experts from over 50 countries
have agreed on a set of recommendations to tackle the issue of
communicable diseases in prisons. The aim of the Madrid Recommendation is
to ensure that, rather than making matters worse, prisons are a setting
where health and health behaviour are improved and the risk of reoffending
is reduced. These cost-effective measures include:
-- treatment programmes for infectious diseases, including HIV/AIDS,
hepatitis C and TB;
-- treatment programmes for drug users;
-- harm reduction measures;
-- guidelines on hygiene requirements;
-- guaranteed throughcare for prisoners on entry to and after release from
prison, in close collaboration with stakeholders;
-- mental health support for prisoners suffering from communicable
diseases; and
-- training for all prison staff in the prevention, treatment and control
of communicable diseases.

The Truth about Pawnbrokers
The rules and regulations state that anyone in the UK that wishes to start a pawnbroking business must become a member of the NPA (National Pawnbrokers Association).
Even though the National Pawnbrokers Association was founded in 1892 and then incorporated in 1931. It was not until 1989 until the constitution was rewritten. Read on to find out the reasons why.
1. As pawnbroking was expanding the National Pawnbrokers Association had to keep an eye on who was running a legitimate business and who was not.
2. It allowed the National Pawnbrokers Association to make sure that the affairs of those who were members, to be much better and more efficiently regulated.
3. The constitution was rewrote to ensure the public were better protected.
More and more people have started to turn to pawnbrokers. We take a look at some of the reasons why.
1. People are turning to pawnbrokers simply because they find it much easier to obtain a small sum of cash for a short period of time, rather than going to a bank or building society. In many cases the person looking for the cash is able to do so within a few minutes or hours of seeking out the services of a pawnbroker close to where they live.
2. Pawnbrokers are not how they used to be. The days where it was all hush hush have now vanished, and now most lenders are very open about their service, just like any other business.
3. Registered members of the National Pawnbrokers Association can take full advantage of a cheque clearing service.
4. As the customer agrees on a price for the pawned item, they will be subjected to signing a Pre Contact Information document. This document does not just outline terms and conditions but also the customers rights.
5. Normally the agreement that one signs, will last for a period of no less than six months. They can then retrieve their property back at any time as long as they repay the original loan plus any interest. As soon as the customer has repaid these monies, then their goods will immediately be returned to them by the pawnbroker.
6. However, one needs to be aware that if the sum borrowed is over 75 and the loan plus interest is not repaid in the time agreed, then they will receive notice from the pawnbroker informing that in 14 days time the goods will be sold. But at this time the pawnbroker may also provide the customer with an option to further renew the loan through them, paying off the interest that they currently owe. If they choose to do this then a new agreement will be written up which they will be then required to sign.
7. Before anyone can set up a pawnbroking service, they must have a relevant credit licence and a certain type of security and insurance. Premises are again very important. All potential pawnbrokers must abide by the Consumer Credit Act 1974.
As you have read above, pawnbroking is not like it used to be. There are now a lot more rules and regulation brokers have to abide by. Using pawnbrokers does not attract the stigma that it use to, as you now know more and more people use them.
