Do medical marijuana dispensaries sell their leaves too?

Do medical marijuana dispensaries sell their leaves or sneak them in the cigarettes they sell (if they sell cigarettes and loose bud).

Would I need a growers license or medical marijuana card to buy the leaves from them?
